Bantuan Warga Emas (BWE) at a glance
The table follows the conditions on MyGOV’s BWE page (updated 13 March 2026) and JKM’s monthly aid page (BWE section updated 23 June 2025). Both give the same rate and conditions; JKM adds that age is counted from the year of birth.
| Item | What the official pages say |
|---|---|
| Monthly rate | RM600 per person |
| Citizenship | Malaysian citizen who lives in Malaysia |
| Age | 60 or over; JKM calculates age from the year of birth |
| Income test | Household income not above the current hardcore poverty line income, measured either as the household average or the per-capita average |
| No children | An older person without children (sebatang kara) may be considered even when living with relatives or a carer whose income is above that line |
| Exclusion | Not living in a JKM-run institution, or in a day or residential care centre that receives a ration grant (geran rangsum) and provides its services free of charge |
| Where to apply | eBantuan JKM portal; the district welfare office can assist |
Neither page prints the poverty line figure itself. JKM applies whatever figure is current when it assesses the household, so the district welfare office (Pejabat Kebajikan Masyarakat Daerah, PKMD) is the place to ask whether a particular household falls under it.
How household income is counted
BWE tests household income, not only the older person’s own income. The only written exception is for older people who have no children and lodge with other relatives or a carer: they may be considered even when that household earns above the line. For a parent who lives with a working son or daughter, that exception does not apply, and JKM’s document list asks for the MyKad of every family member living in the same home, so expect the child’s income to be counted in the household. Ask the PKMD how your household will be assessed.
Documents JKM lists for BWE
JKM’s aid page lists these for a BWE application. The district office may ask for more.
- A copy of the applicant’s MyKad.
- Copies of the MyKad or MyKid of family members living in the same home.
- Proof of income: a letter or statement from the employer; for the self-employed, an income declaration confirmed by a Penghulu, Penggawa or local community leader on JKM’s income verification form, or a declaration before a Commissioner for Oaths.
- One utility bill, such as water, electricity or telephone, to confirm the address.
- The latest bank statement or a bank account confirmation slip.
- Any other supporting documents the officer requests.
How to apply, step by step
- Read the conditions on MyGOV or JKM’s aid page and check them against the household.
- Apply online through the eBantuan JKM portal, which is where MyGOV’s “Apply BWE” button leads. If the online form is difficult, the PKMD nearest to where the older person lives can help with the application.
- Prepare the documents above; the PKMD confirms the final list for your case.
- Keep the application reference number and check the status on the same portal.
Some states run their own schemes alongside JKM. In Selangor, Skim Mesra Usia Emas is a membership scheme that gives members aged 60 and over an RM150 shopping voucher each year; applicants must be Malaysian citizens living in Selangor and registered Selangor voters, and the 2026 intake quota of 50,000 was reported full on 30 September 2026 (guide in Malay).
A Malay version of this guide, written for families applying in Bahasa Melayu, is at Bantuan JKM Warga Emas.
If the older person is bedridden: BPT for the carer
BWE is paid for the older person’s own needs. It is not a carer allowance. Once a parent is bedridden and needs someone with them full time, the family should also look at Bantuan Penjagaan OKU Terlantar / Pesakit Kronik Terlantar (BPT). MyGOV’s BPT page (updated 13 March 2026) and JKM’s aid page give:
- Rate: RM500 a month for each bedridden person cared for (JKM). Budget 2027 (paragraph 77) announced an increase to RM600, without an effective date.
- Income: household income of no more than RM5,000 a month, for Malaysian citizens living in Malaysia.
- Who applies: the carer of a bedridden OKU or bedridden chronic patient; or a chronic patient who is not bedridden but needs continuous treatment for at least three months, whose application JKM considers in the patient’s own name; or, where a bedridden patient has no carer or the carer is not a citizen, the aid is given in the patient’s own name.
Whether one household can receive BWE and BPT at the same time is decided by JKM; ask the PKMD when applying. The full BPT conditions and the medical confirmation it needs are in our guide to the bedridden carer allowance (BPT).
What Budget 2027 says about older people
The Budget 2027 speech was tabled on 9 October 2026 and still has to pass Parliament. The parts that touch older people and their families:
- Elderly assistance: the speech proposes raising the allocation for elderly assistance (bantuan warga emas) to RM1.3 billion for nearly 200,000 recipients (paragraph 75), without announcing a new monthly rate, so RM600 stands.
- Carer allowance (BPT): from RM500 to RM600 a month (paragraph 77), date not stated.
- Elderly care services: service tax cut from 8% to 6% from 1 January 2027, with a full exemption for care fees up to RM96,000 a year (paragraph 74).
- Tax relief for parents’ care: to be widened to all care expenses for parents and grandparents, no longer limited to health (paragraph 29).
- EPF i-Emas: members reaching 55 and 60 can choose monthly withdrawals so that the remaining savings keep earning dividends (paragraph 76).
- Senior Citizens Bill: to be drafted to deal with neglect and strengthen the care system (paragraph 74).
Each change is explained, with the OKU measures, in Budget 2027 for the elderly, OKU and carers.
Equipment, hospital beds and other routes
BWE is cash, not equipment. JKM’s supportive devices aid (BAT) gives examples such as manual or electric wheelchairs, white canes and braille machines, prosthetic limbs and hearing aids, recommended by a medical officer or a JKM officer according to the type of disability. Applicants must belong to a JKM target group and have household income not above the poverty line income (PGK); other urgent or deserving cases may be considered with the approval of the Director General of Social Welfare (KPKM). Hospital beds are not among its examples. Other routes families use:
- Government hospital medical social workers (Jabatan Kerja Sosial Perubatan), state zakat bodies and NGOs: the steps are in our free hospital bed aid guide (in Malay).
- Hospices: several lend beds to patients registered for their palliative care, subject to stock, and some ask for a refundable deposit; see hospice and palliative care in Malaysia.
- PERKESO: its rehabilitation service lists hospital beds and ripple mattresses as rehabilitation equipment, for insured persons with an approved claim, for the injury or illness behind that claim, on the treating doctor’s recommendation.
- Armed forces veterans: the JHEV patient equipment scheme helps veterans and eligible dependants buy equipment, naming beds and mattresses (katil, tilam), up to RM5,000, with confirmation from a government hospital medical officer or specialist.
- PeKa B40: for STR recipients and their registered spouses aged 40 and over; its equipment list includes wheelchairs but not hospital beds or mattresses (guide in Malay).
If a bed is needed before any aid is decided, our Standard 2 Function hospital bed rents for RM150 a month with an RM0 deposit, and payment is collected after delivery and installation. One-way delivery costs up to RM280, confirmed for your address, and a mattress is included only if the written quotation lists it. Choosing the bed itself, including height, rails and mattress, is covered in beds for elderly people at home.
Questions about JKM elderly aid
How much is JKM elderly aid (BWE) in 2026?
RM600 a month per person, according to MyGOV (updated 13 March 2026) and JKM. Budget 2027 proposes raising the allocation for elderly assistance (bantuan warga emas) to RM1.3 billion for nearly 200,000 recipients, without announcing a new monthly rate.
Who qualifies for Bantuan Warga Emas?
Malaysian citizens living in Malaysia, aged 60 or over by year of birth, whose household income is not above the current hardcore poverty line income (household or per-capita average), and who do not live in a JKM institution or a free care centre that receives a ration grant. An older person with no children may be considered while living with relatives or a carer who earn more than the line.
Can my parent get BWE if they live with me and I earn above the poverty line?
The written conditions point against it: BWE tests household income, JKM asks for the MyKad of every family member who lives in the home, and the only exception is for older people with no children. Ask the district welfare office (PKMD) how your household will be counted before applying.
How do I apply for BWE?
Apply online through the eBantuan JKM portal. The district welfare office (PKMD) near where the older person lives can help if the online form is difficult. JKM lists MyKad copies, proof of household income, a utility bill and a bank statement or account slip.
Is there separate aid for someone caring for a bedridden parent?
The carer can check BPT: RM500 a month for each bedridden person cared for, for households earning up to RM5,000 a month, with an increase to RM600 announced in Budget 2027 and no effective date yet. Whether BWE and BPT can both be paid to one household is decided by JKM.
Does JKM give hospital beds to older people?
Not as a named item. MyGOV’s BAT examples are wheelchairs, white canes and braille machines, prosthetic limbs and hearing aids, although other urgent or deserving cases may be considered with the approval of the Director General of Social Welfare (KPKM). Routes that name beds include PERKESO rehabilitation (insured persons with an approved claim), the JHEV scheme for armed forces veterans and their dependants, and hospices for their registered palliative patients, subject to stock. Hospital medical social workers, zakat bodies and NGOs can also help.
