What the OKU card is
OKU stands for orang kurang upaya, the Malay term for a person with a disability. Registration with JKM is the record that matters; the card is the document you show. MyGOV states that successful applicants receive an OKU card showing the disability category. JKM has also introduced a new card with a QR code, and holders of older cards can ask their district welfare office (Pejabat Kebajikan Masyarakat Daerah, PKMD) whether conversion has opened in their state.
A family member can help with the application, but the details and medical confirmation must be the applicant’s own.
Who qualifies
- Malaysian citizens with a disability that is permanent.
- The disability is confirmed by a medical professional, unless it is obvious. JKM lets an assistant registrar at the district office confirm obvious cases without a doctor’s report: amputation of a hand, foot, thumb or big toe. The JKM website and the MyDaftarOKU portal also list the loss of any two fingers or toes.
- For adults in the physical and mental categories, the form uses a functional assessment: difficulty in at least three areas of daily activity at level 1, or at least one area at level 2. The highest level on the scale is “4 – Terlantar” (bedridden).
The seven OKU categories and who certifies them
| Category | Certified by |
|---|---|
| Hearing (pendengaran) | Ear, nose and throat (ORL) specialist, with a medical rehabilitation officer (hearing) |
| Speech (pertuturan) | ORL specialist, with a medical rehabilitation officer (speech) |
| Vision (penglihatan) | Registered medical officer or practitioner; an ophthalmologist must certify “other permanent visual impairment” |
| Physical (fizikal), including stroke | Registered medical officer or practitioner; obvious amputations by JKM’s assistant registrar |
| Learning (pembelajaran), including autism, ADHD and Down syndrome | A medical officer or practitioner for applicants under 18 (JKM circular 8/2020). The 2019 guideline and the BPPOKU form name a medical specialist, so ask the district office for adult applicants. |
| Mental (mental), including dementia | Psychiatrist on the National Specialist Register only, after at least two years of psychiatric treatment |
| Multiple (pelbagai) | According to each category involved |
The JKM website accepts confirmation from government doctors and from private specialists or practitioners registered with the National Specialist Register or the Malaysian Medical Council. MyGOV’s eligibility line mentions government doctors and, for the mental category, a government psychiatrist, although its document list accepts reports from government or private hospitals and clinics. Ask the district office before paying for a private report. Definitions and subcategories are in our Malay guide to OKU categories.
Documents to prepare
- A copy of the applicant’s MyKad, MyKid or birth certificate.
- The completed OKU registration form (BPPOKU) or the online application details.
- A passport-size photo if the applicant uses a MyKid or birth certificate, as the official form states.
- The medical confirmation section, completed by the right certifier for the category.
- Any further documents MyDaftarOKU displays or a JKM officer asks for.
How to apply
Online. Start at MyDaftarOKU on oku.jkm.gov.my, which MyGOV describes as a hybrid process. Fill in the applicant’s details. Where the disability is not obvious, the portal asks you to print the generated form, have it confirmed at a health facility, and submit the complete form to the district welfare office. JKM’s online guide says the complete BPPOKU must be submitted within six months of the application date.
At a JKM office. Take the completed BPPOKU form, the identity documents and the medical confirmation to the district welfare office. Call ahead to check opening hours and anything specific to your case, especially if the applicant has difficulty travelling.
How long it takes, the fee, and checking status
| Item | What the official sources say |
|---|---|
| Fee | None (MyGOV) |
| Processing time | 5 to 14 working days after complete documents are received (MyGOV, updated 5 March 2026) |
| Check status | oku.jkm.gov.my/semakan_oku with the MyKad, MyKid or OKU registration number, or the MyGOV status check and MyGOV Malaysia app |
| No reply | If there is no reply within 30 days of a complete application, the form asks you to contact the district welfare office |
| Before the card is printed | For new registrations, JKM can issue a temporary OKU identity document on request after approval, valid for 30 days. JKM does not mention it for replacement cards. |
Lost, damaged or old cards
JKM’s registration guideline says replacing a lost or damaged card needs no new medical confirmation and no fresh approval from the registrar. The portal has a Gantian Kad (card replacement) menu; ask the district office whether your replacement can be completed online. For a lost card, be ready to make a police report: in a case reported by Sinar Harian in October 2025, the applicant was asked for one so the card could not be misused.
Two exceptions. Holders of old cards registered before 2011, when JKM’s current system began, must re-register with the BPPOKU form, which needs registrar approval. And where a record holds no medical confirmation, JKM has said a new QR card is printed only after a current medical report is submitted. More detail is in our Malay guide to a lost OKU card.

Each benefit has its own conditions and agency. JKM publishes a list of 70 benefits for OKU (version 7, 9 July 2026). Conditions, sources and what we could not verify are in our Malay guide to OKU card benefits, and the aid schemes are in JKM aid for OKU.
If you care for someone who is bedridden
A carer of a bedridden OKU or chronically ill person can apply for Bantuan Penjagaan OKU Terlantar (BPT), RM500 a month (Budget 2027 announced a rise to RM600, with no start date yet), subject to a household income limit of RM5,000 a month (carer allowance guide). On tax, the appendix of LHDN Public Ruling No. 7/2025 names an “automatic adjustable bed” and a “ripple mattress” under the relief for parents’ and grandparents’ medical and special-needs expenses, up to RM8,000, with certification by a doctor registered with the Malaysian Medical Council and receipts. Manual beds are not named and rental is not mentioned, so check with LHDN before claiming. Budget 2027’s tax measures (Appendix 3) propose that from YA2027 this relief covers all care expenses for parents and grandparents at home, in day care or in residential care, proven by the carer’s written statement or work permit and receipts (the carer cannot be you, your spouse or your child), without a doctor’s certification. Appendix 3 does not mention equipment or rental, so wait for LHDN’s updated ruling.
Our hospital beds rent from RM150 a month with an RM0 deposit, including one-month rentals, and payment is collected after delivery and setup. See hospital bed rental.
